Technically, the Csus2 chord is a C add9 chord. Whenever there is a sus chord, sus2 or sus4, the 3rd of the chord (all 3rds) are suspended (not played) and the 2nd or 4th is played in place of the 3rd. On this C chord, the high E (3rd) is still being played when the open D (which can be called a 2nd or a 9th) is on string 4. Could be called a C add2 but it's most always called C add9.
I did tackle this song recently in lesson #506 - but that was mainly looking at the rhythm. This lesson fills in the rest of the gaps - which lots of folks were requesting. But you're right - definitely a lot of overlap! The song sheet is also brand new.
There's really no good reason to not teach the fill on the E minor by incorporating it into the strumming, ie playing just the E-F#-G on the high E string with the little finger while holding and strumming the Em. The same applies to the horn fill, on the C (just keep the strumming going lightly across open strings), and also the melody over the G straight afterwards, it fits easily on the G and B strings, and into the Em fill again. It adds so much to what is an easy 4(ish) chord song and is a skill everyone should be aware of and practice.
