there's a bug in that game which makes you as sneaky when not sneaking as if you were sneaking with sneak skill of 70. And if your sneak is below 70 you are more sneaky when not sneaking. The reason is that there is base "offset" to your sneak when sneaking and its negative (-35.0), then you get +0.5 per sneak level and at 70 you reach zero. If you re-scale those values you wont get same curve as devs planed, so to fix that bug properly you need to apply that -35 to player both when sneaking and when not. To do it you need to pass some heavy speech check with modders or pass reverse engineering check of 70 and do it yourself.
The part about being more sneaky when not sneaking definitely isn't the case for me and hasn't been since I started playing this game (almost 350h playtime on GoG, Ultimate Edition).
@Nr4747 you know where primms pass is? there's a deathclaw around the corner and bright follower body nearby (from the railroad station side) . I suggest you try to loot that body with fresh low sneak character while sneaking and while not sneaking then you'll see how dramatic difference there is.

All skills in FNV work based on some effective value made of skillnameOffset + skillnameMod*skill_level + some other stuff like minus armor weight penalty and running penalty. Offset serves as some nonzero starting point, like minimal weapon damage, minimal repair percent, minimal sell price etc. Sneaking turned out too powerful so they nerfed it by making offset negative. Only they didnt thought about offset only being applied when using skill (sneaking). Those values like offset and mod arent hardcoded, they are loaded from game settings from .esm file for easy balancing. But that wont help to bring effective sneak factor negative when not sneaking. In theory there can be easier fix if you somehow lower players sneak factor (not sneak skill) permanently and then set offset to zero or even to some positive value. as for reasons why sneak was so OP - most enemies in vanilla are level 1-7 or so. And enemy detection ability is entirely depends on its level, not on sneak skill.

I have always been so loaded in NV that I've never actually needed casinos. If you are sneaking, thieving and selling, you will have more than enough.
