Well 3 is basically a simplified version of fallout 1's plot device to get the player to leave the vault. Since Bethesda is too lazy they left it at that. Black Isle/ Troika studios did a master class in writing with all the side stories and world building of their best 3 games. Fallout 1&2 and Arcanum. To this day my favourite CRPg. I still play since 2004.
I once used the mobile workshops mod to set up a workshop inside Diamond City, and proceeded to set up a competing water company using the same pool Sheng pumps from. I put in as many industrial water pumps as I could fit, as well as some of the lettered signs, the big ones with arrows, with anti-Sheng oriented advertising, like talking about how traces of human remains had been found in Sheng's water.
I made a water merchant who had a pack sentry bot named Tank who held 500 purified water. I would walk to diamond city and good neighbor to sell. Had settlements at every source of water, producing thousands of bottles an hour. My only limit was survival mode.
Currently on my first Fallout 4 play through. I did the quest from Preston to save Hangman’s alley. Part of it was installing a radio beacon, and now over 20 people live there, it is now my center of trade, a ghoul has power armor for defending the settlement, and I have basically invented a communist version of Manhattan.
Even with just 3 purifiers at sanctuary you can get over 100 bottles of purified water whenever you return there. I store mine in a milk vending machine and when I have over 300 I use them to buy fusion cores and power armor frames from Kleo in Goodneighbor and Teagan on the Prydwen
I store them in a wooden box with all the spare crops the settlers grow. Never really spent any amount of caps in the game as the crops and purified water covers it all.

Legit how I do every fallout 4 play through, start making water production and skip days. Use the collected water to buy more resources to making more water production and skip days. After a few goes around at this your looking at pretty much being able to empty stores of everything and never run out of anything.
I've been playing this game for over 8 years, and I'm just now realizing you can get purified water cans from settlements if you build a purifier...THIS WHOLE TIME I THOUGHT IT ONLY HELPED WITH THE SETTLEMENTS WATER LEVELS AAHHHHHH
You can also build food and excesse is collected too. Then there's the junk collection spots you can build.... If you plant corn, tato, and muti fruits you get free adhesive.

Pro: Spectacle Island is the best location for a water plant. Con: Spectacle Island is supposedly three separate locations (or so I heard) in a single area and thus your large wires and fusion generators in different locations don’t load in until you reach these separate sectors. You’re not the first to have a water conglomerate in the commonwealth, and in my very first playthrough of FO4, I went and did something similar on the island. But when I would fast travel, I would see that my settlement stats were vastly different in build mode until I would explore the whole island again so that everything (generators and water purifiers) loaded back in again. Was fun watching this video and seeing you topple the Nestle Empire with your own. Lol.
Ha, I am the Marsh Water Company, your competitor. Every Marsh Water Company settlement has a Free Ice machine and some of my settlements pump out about 270 water. They pay for the next massive settlement. The best water plants are in the Castle, Sanctuary, Nordhagen and Warwick farm. We also have massive green houses. So we produce a huge amount of food. I love playing monopoly. You should see my land grabbing in Fable 3. 😊 ❤ 🤣

The problem is water weighs alot. You got to make scrap benches to get plastic and then have brahmin pens to make fertilizer, produce Jet it weighs less costs more and can be super useful when you have like 1000s of it, also gives you xp when you make it. Also put slot machines and drug fridges from the raider dlc. I made like 5k caps every time I went to my bases.

Using a few mods I created a corpse recycling factory at Spectacle Island, all I have to do is toss the the bodies of the poor raiders that dares attack the island, they are butchered, items sorted, everything recycled, usefull material sorted and the rest sold automatically, made 230 000 caps so far
