The things that make Cook-Cook pure evil are so bad that OutsideXbox could not explain it all or this video would become VERY demonetized.
To anyone who doesn't know, yes it's what you're afraid of it being. Yes, even _that._ There are very few survivors of his attention, and every one of them will literally pay you if you let them know you killed him.

Pickman needs to be swapped out for Eulogy Jones. Pickman specifically targets Raiders. Eulogy Jones puts bomb collars on kids.
Yeah, and Pickman probably saved more lives than he took. If we're going on basic morality, he is an antihero.

I always let Pickman go. He's disturbed by trauma as his art pieces are a response and a callback to that trauma. I doubt he'll ever hurt a settler or a farmer. He knows his targets have less humanity than a mirelurk. Which is why he's so inhumane with them.
The stuff that happened in Nipton was actually worse than described. There were a few people that were beheaded (the "lucky losers"), then there were the crucifixions, the mayor was burned on a pile of tires, third place winners got drug off as slaves, and there is one guy in the trading post. He got to live as the second place winner, but they crippled his legs. The guy you meet on the way in is just the only guy who got to live with no violent repercussions. Oh, I also forgot that anyone who resisted was shot.
Heh, my first time through, I saw this powder ganger running at me, and of course I quickdrew-killed him. Heh. Oops. So much for 'winning'.
It's worth noting that Vulpes Inculta, the mastermind behind that is in the very exclusive _New Vegas_ Very Evil Club(tm) alongside Mortimer and Cook-Cook.
But Mortimer is suuuuch a nice guy.
Also, he straight-up lies when he told you no one fought. There's evidence of people who fought all over the town. If he actually believed in Caesar's philosophy, he wouldn't need to lie about it, now would he?
Never got his name. You see guys wearing uniforms walking calmly through that town in that state well nothing for it but thump-thump to say hello

Metzger, the slaver boss in Fallout 2 was really bad, too.
Shocked he's not on here, him and Cook-Cook were the 2 characters that immediately came to mind.

that charter school reminds me of actual tests done on orphans where they were fed radioactive laced food.
For those who don't know, Pickman is a reference to a reoccurring character in HP Lovecraft's works, Richard Upton Pickman, first seen in "Pickman's Model", later turned into a Ghoul (the Lovecraft kind, not Fallout) of high standing.
There's a lot of Lovecraft in Fallout 4
Pickman's Model is my favorite Lovecraft story and I love how they explored the theme of madness through him in Fallout.

The Enclave come to mind as a very evil Fallout faction. In both of their appearances in Fallout 2 and Fallout 3, they have attempted to commit genocide against the people living in the wasteland on the justification that they are the only genetically pure humans left after the apocalypse happened.
The Fallout games really going back to the 'ol "genetic purity" well. There's the enclave in 2 and 3, the BoS in most games, the institute in 4. I'm not sure about NV but I think genetic purity is what Father Elijah was going for.
Funny thing is
In 2 they failed in their plans of killing EVERYONE who didn't take the inoculation (so all their pure human talk was just BS anyways).
in 3 they failed because Eden was butt hurt they chose not to do that genocide plan.
Meanwhile in 76 where they DID finally do a regional genocide, and it was all by accident because one dude really wanted to nuke china again just to be sure.
They're really are Saturday morning cartoons level of villains
I wouldn't count Fallout 3 and 2 as separate games, there. After you find your dad, it's just the plot of Fallout 2 over again.

Sure the Enclave does it, the BoS (besides Lyons and Maxon since they actively recruit outsiders) is more that it originated from its founders not being able to trust outsiders not to stab them in the back Elijah wasnt he just wanted to create a utopia but that utopia would come at the cost of everyone else
The Institute though are just saturday morning cartoon villain's level of bad writing. no reason given why they are hostile towards the surface or why they created synths. If the synths started as something like 'human cybernetics have a hard limit before the body fails and we needed to go from the robot side to find a work around' and it got out of hand or going all in on 'we wanted slaves who wouldnt be able to (usually) fight back and wouldnt give us cancer by just standing next to us' would be better
If the show being good wasn't enough, making fallout relevant enough again for more oxbox lists is icing on the cake.
What about the fact that now there's a real chance the next Fallout could be developed by Obsidian instead of Bethesda (I don't think that had any realistic prospect until now that Xbox announced they want to speed up its development and Bethesda might be to busy for that). This could be the biggest impact the show ends up having

"Try to be more open minded" says the guy who refuses to believe synths can be sentient
No Myron? He not only invented jet (sorry Bethesda, it's not pre-war), pretty much single-handedly giving a significant portion of the wasteland a crippling drug addiction and giving the Mordinos (one of the worst factions in Fallout 2) significant levels of power over the neighboring communities.
He also developed jet by doing _a lot_ of lethal human experimentation on slaves, and it's made very clear he doesn't care about them in the slightest. In the end he mostly did it all just to prove his superiority and also get laid.
He also sexually assaults you if you play as a woman.
The big bad in Fallout 2 is probably the worst character in all of the Fallout games.
I mean to be fair to Shaun, everyone else in Fallout 4 makes you wipe out all the other major factions too.

Well, except for the minutemen. The only wiped faction there is the institute.

@@MunchKING That's entirely optional. The only faction that's mandatory to wipe out during a minutemen run is the institute.
Which is really ironic considering the minutemen are supposed to be the "backup" faction that'll never hate you and let you get an ending where literally every other major faction is ash.
I personally don’t care about how it ends as everyone but the minutemen makes you just go scorched earth on 2 factions, but Shaun absolutely should be here based on what he’s done over the years.
It was him who approved of kidnapping, experimentation, killing and replacing of wastelanders, including children. He also approved of mass slaughters of settlements and is responsible for the original minutemen’s attempt at setting up a government failing.
Worst part is that nothing he’s even done has even made sense. Everything they have at their disposal and they’ve all decided to dedicate their lives to making fancy robots that they claim don’t even have thought or feeling, which really begs the question of why make them then and what was it all for.
If you are thinking of doing another one of these lists, I'd recommend Dixie from the Fallout 4 Nuka World DLC. The Holotapes of her baiting settlers and then murdering them are proof she's pure evil masked in "Southern Charm"...
Oh, and the head of the Gourmands in Fallout 76 (as if you could get Andy to play 76 long enough to get the footage) Dude literally started eating his own people because he got bored, then got kicked out, hid in a cave, ate his own wife, then became a wendigo. He's that evil.

Unironically I think there are dozens of characters that should have made the list instead of him. The entire Disciples faction is more evil - they basically do the exact same things as Pickman but their victims are innocent people and not raiders...

@OscarGomez-hg8cb he's awful, I play 3 mainly as a bad guy, so i work with him a lot, and he will accept you selling Brian Wilks (the kid who's dad died to ants) to him for like 300 caps., and will enlist you to enslave the youngest kid in Little Lamplight, and when he asks you to, he'll say "the kids will serve as long lasting labor, and POSSIBLE BREEDING STOCK". Dude deserved a spot and a high spot on here.
I activated Tranquility Lane's fail-safe and left Braun in there without a second thought. Also, no characters from Fallout or Fallout 2? Dick Richardson (mister 'let's kill every non-mutated being in the world') comes readily to mind.
Lanius' solution for everything is killing everyone, making the victory of Ceasar's Legion worse with him than with Ceasar.
Though Caesar does have terminal brain cancer, so Caesar taking over the Mojave is just Lanius taking over the Mojave with extra steps.

But the Legion wouldn't exist without Caesar; he facilitated people like Lanius and Vulpes to have a lot of power and used their violence as strategic tools. Just a thought
Caesar knew what he was building wouldn't survive him by long. He could have done something about that, but decided that building a strong ideology with a skilled and respected successor was harder than just raping his slaves and letting it all fall.

I had my fingers on the keyboard ready to write a comment if he wasn't on the list. A lot of Fallout characters are just cartoonishly evil, but Cook-Cook is downright nasty and not in a funny way.

Dean Domino from dead money which is odd as he’s a companion. Not only does he try to kill you if he thinks your actually capable and doesn’t have something to hold over you but he’s pretty remorseless about how he was trying to ruin Sinclair simple because he was being positive after losing money.
Even worse is while never explicitly confirmed, the terminals in the dlc talk about Mr yesterday which sounds like a nickname for dean which reveals him to be in charge of the shoddy construction of the villa and at least partially responsible for the Cloud getting so bad.

The Master at least had good intentions and he turns out to be a pretty reasonable guy if you point out the flaws in his plan.

I'd nominate Clint from Fallout 4. He betrayed the Minutemen which created the Quincy Massacre which culminated in a bunch of settlers and minutemen being burned in the middle of the city.

What about George in New Vegas? He makes a 300 caps bet with you that if you can cross the artillery field, he will double your money. If and when you successfully cross the field and return to him, he admits that you are the only one who actually was able to cross the field. Now imagine how many people he sent to their death for a 300 cap bet.

President Dick Richardson is arguably worse than anyone on this list. Dude's plan was to wipe out 99.9999% of humanity.
the master is a fairly obvious one. a (short sighted) genocidal eugenicist who gets a kick out of absorbing peoples brains
The Oxbox team aren't all that familiar with them, and the gameplay isn't particularly well-suited to video content. Still, I was waiting for The Master or Frank Horrigan to show up. If they were more ambitious then maybe Gizmo as a more obscure choice with a talking head animation.
Most evil thing in Fallout 1 was the coding. Foil an assassination attempt on a sheriff? The sheriff and his guards shoot you down. Miraculously protect a mayor during an uprising against a rogue mercenary army? Mayor decides he's done living and aggros you. Want to do any kind of infiltration? You better not have any allies, especially your dog. Completely shut down the means of producing a race of super mutants? The ending just decides to ignore that little detail.
Solid list though I was expecting Elijah and Caesar to be higher; also glad you put Shaun on the list nothing noble about the institute.

I don't know, he's mostly a Mr. Burke style henchman. I'd give his spot to President Richardson. He's the one that wants to kill everyone in North America with an FEV plague, and unlike that ripoff Eden, can actually get everyone.
Horrigan was mostly a... murder enthusiast.

I would argue that Roy Phillips is one of the most evil people in Fallout. In Fallout 3, he can be encountered trying to get into Tenpenny Tower, though the guy who controls the electric lock on the front gate says no Ghouls are allowed.
A quest can be unlocked from either the door guard or Roy himself to sort out the Tower's "Ghoul problem", either by killing Roy and his two friends, or by helping them get into the tower. Roy wants to go in guns blazing, insisting that the entire populace is bigoted against Ghouls, but you can convince him to let you try to resolve it peacefully.
Talking to the residents, a distinct majority, including Allistair Tenpenny himself, are fine with Ghouls coming to live in the tower. Only a handful of residents will angrily leave when asked about sharing the space with Ghouls. Some of the residents are even outright pro-Ghoul, such as Daring Dashwood, a retired adventurer who's best friend, whom he dearly misses, was a Ghoul.
After getting the bigots to leave peacefully, Roy, his girlfriend and his bodyguard will move in. Before long, Allistair Tenpenny will disappear, and Roy will claim that Allistair had an "accident" shortly after a "disagreement". What he means is obvious. That was _not_ part of the deal you made with Roy, but you're willing to overlook it, since Tenpenny does indeed have a chequered past and present, so it's entirely believable that he may have said or done something out of line.
Upon your next visit to the tower, however, all the nice people you went out of your way to talk to and establish that they're not against Ghouls are gone. Roy's bodyguard Michael will hint to you to check the basement, where you can find the bodies of all the human residents (or maybe the game bugs and there are no bodies to be found, but canonically they're still there). You can then confront Roy about this, and he'll claim that they were all bigoted towards him, you know this can't be true, because you met these people yourself. Roy didn't care about living in the tower, he just wanted an excuse to be violent. Roy's girlfriend Bessie will give the noncommittal statement of "Well if Roy killed them I guess they must have done something wrong", and Michael will claim that he didn't want to kill those people, but figured he'd just go ahead and follow Roy's instructions anyway. You then decide to avenge the noble Daring Dashwood by shooting Roy's head off with a Plasma rifle and then the game deducts karma points from you, because, for some bizarre reason, the game considers Roy to have "good" karma.
Roy should be in place of Allistair. Hell, Burke should be in place of Allistair (the latter wanted Megaton evacuated first).
It's a quest I never really did. (I once let the ghouls in to see the carnage and then return to an earlier save.) generally I think "Yeah... Whatever... You do you..." and carry on with my business. I wouldn't side with Tenpenny's. And I strongly dislike removing traders from these Bethesda games.
@@ProfessorChaos56 Yeah, it's explicitly stated that although Allistair said he thought Megaton was an eyesore, that detonating the bomb was Burke's idea - Allistair was either too apathetic or too senile to object, which means he's certainly not a good person, but it's hard to call that "more evil" than Burke.

Pickman is a reference to a Lovecraft character. And, while he is morally bankrupt, at least he's cleaning up the Wasteland...

To quote Luke from the Vader Immortal video: "I feel like I'm light side because I'm killing the evil guys. Look, how much enjoyment I get out of it is irrelevant".
Fallout 1 and 2 have plenty of guys who deserve spots over the toaster and Pickman but at least im glad to see Father Elijah made it on to the list
I feel like the toaster should be replaced with thomas hildern, the ncr scientist who's sent about a dozen people to their death for the promise of caps, except he'll only pay you 1200 caps even if you succeed at the quest. Also he'll try to avoid telling you that he's sent other people in, and avoids giving a clear answer when you press him on it, so it's entirely possible he's responsible for even more deaths.
The toaster *is* evil but like,,, he's a toaster and he doesn't even have any way to move. The whole point of both him and muggy is that their entire existence is kinda pointless

How could you guys miss Frank Horrigan? The man was a complete psychopath with the body of a super mutant in goddam power armor. The guy was so vicious and brutal that he gave PTSD to Enclave soldiers helping out his extermination missions because he was just that depraved.

For my money, the evilest one has to be the supermutant with a flamethrower in Necropolis in Fallout 1. In most of my playthroughs, he ends up cooking Dogmeat and not showing even an ounce of regret.
Oh i would add a few. Like Dr Schreber from Fallout 2, the guy that experimented on deathclaws and when they becouse inteligent decided to murder them all, also he disabled his K-9 robodog motor functions and made him watch every horrible think he did just becouse the dog become sentient and developed morals (and didnt like what he was doing).
And there is of course Frank Horrigan (Fallout 2), Enclave accidentally made supersoldier and they main hitman... lovely person.
There is also Joanne Lynette (also from Fallout 2), the leader of Vault City that clearly hates any outsiders (they are good only as servants... basicly they name for slaves), also wants you to destroy city of Gecko just becouse Ghouls live there (and also radiation but even if you make it better she still wants them dead). One of those characters that you should not shot on sight (quest wise) but you so much want to!
There is also Morpheus (in Fallout 1) the cynical opportunist of a cult leader for the Children of the Cathedral (the cult that worship the Master... though Morpheus is there only for money and power). At least Master thought he was saving the world by turning people into mutants, old Morphy didnt give a sh... about humanity.
I could go on as there are a lot of evil people in old fallout games but this is too long already :P

Elijah isn't even the most evil character in Dead Money, much less New Vegas.

All im saying is the fact that the crotchety old man who wants to blow up a single city is nowhere near as evil as the man who wants to wipe away civilization as we know it out of spite.
Should be higher, definitely worse than Caesar or Shaun; and that's no low bar either. One leads a slave army of rapists, and the other is responsible for FO4's main questline, euggggh.
What about Veronica in New Vegas? She stole my heart. Not literally, mind you. Yet.
Why are there none from the first two games? There are loads of evil characters in those.
I would guess because they are less well-known. Who would you put on your list? I imagine characters from the Enclave and maybe Doc Morbid would make the list.
Definitely hope this gets revisited with some more characters, as there's no shortage of pure evil in Fallout:
Frank Horrigan, Ulysses, Thomas Hildern, Dick Richardson, Mortimer, Eulogy Jones, Myron
And also the definitely evil, but debatable how much Mr House & The Master

Yeah, when I played that quest, I didn't do what Barstow intended, I did the exact opposite. Everything was quite pleasant and people liked being in the vault. Well, except for Valerie, but she doesn't count. Then when the quest was nearly over and I was left with the choice of her staying or leaving, I took option B. Let her wander the Wasteland and "become a stronger human" or whatever she said. Chances are, she'd end up becoming a raider or most likely, killed by insects, raiders, other settlers, or Deathclaws.
To put Braun into perspective you only have to think about the fact that the good karma ending of Tranquility lane is the one where you hit the failsafe that kills all the other residents and leaves Braun alone for all eternity

Pickman was based on a character from Lovecraft's "Pickman's Model" but the original never killed anybody, himself at least, the monsters he seemed to be related to and painted pictures of however...

I wouldn't think of him as evil, more as detached from the world around him. Imagine being psychotic, immortal and were locked up for years in isolation. There's no good or evil after this

He himself states that it lets him commune with others, who’ve clearly warped his mind, but I wouldn’t say that disqualifies him. Nothing he or the family says indicates to me that he’s been replaced, just changed. And he is undoubtedly still a character, which is the phrasing of the video’s title.
@@saschaberger3212 It’s an interesting philosophical question, whether or not malice needs to fuel harmful deeds for a person to be considered evil, or if an absence of morality is sufficient. However, given the level if smugness he displays at times, I’d say there’s enough malice there to qualify either way.

You got positive Karma for killing raiders in Fallout 3, even though they were hostile to you by default and you had to do it all the time for self-defence, even if you were trying to play as a villain. This means that Pickman would be regarded as an absolute saint if he just moved to DC.

Fallout 1 & 2 (specially Enclave) have a bit less monstrous people compared to 3, new vegas and 4, but some evil for sure.
The raiders of the Pitt are practically Ceasars legion, with a few exceptions.
And I may be forgetting some, but other than that those were some pretty good choices (I don't remember Pickman very well so I can't say much about him). Tempenny, Cook-Cook and Caesar are really strong selections, while there are many systemic and indirect (or concealed) evil in Fallout, these are super explicit and unremorsed.
Think Tank is Fallout's version of Josef Mengele or Unit 731. Twisted bastards, but I always them them live just because how entertaining they are as characters
Someone forgot about the Fens Phantom. Maybe not the most evil of them all, but certainly worse than Pickman.

I like that the player isn't #1. Like sure, we *can* do lots of evil things, but some of these evil-doers do the evil things our character can only dream of. You know, like sitting in a hotel and detonating nukes at your leisure.
I'm joking when I say this, but whatever anonymous madman filled an entire room with plungers and lawns gnomes of various sizes, then took a long walk... across the room's walls and ceiling.

Frank Horrigan, The Master, Eulogy Jones should be added if you do a subscriber addition video. Frank Horrigan is the right hand man to the president of the enclave in fallout 2 and you see Frank butcher a whole family helpless to do anything. The master abducts humans to turn into supermutants. You may be able to argue he’s not totally evil because he thinks he’s doing the right thing but I find it hard to say the “good guy” dips people into a radioactive virus to make them into super soldiers. And Eulogy Jones. Leader of the slavers in Paradise Falls in Fallout 3 where he oversees the abducting and selling of slaves including children. The wastes are much safer if all three of these people (if you can still call them people) are removed from the equation
Once Toaster figures out how to tap into the main reactors, everyone will be toast.
I feel like just about any raider leader in the Nuka-Cola DLC for Fallout 4 could have made this list.
