I will travel from SAT to LAX with Delta.
I will bring one luggage.
Is Delta Airline let the passangers to bring luggage for free or i have to pay for it?

You will have to pay for first check in bag as well as second one. Charges are usd 35 and usd 45 for 1st and 2nd checkin bags respectively.

Depends on airline policy and it is the sum of dimensions added only once which defines size limits. So, it is not just one dimension of suitcase but all three sides added once.
