    Subject : PBBM you are MISLEADING. The main problem at NAIA is ADDITIONAL RUNWAY, buildings only secondary.
    Congestion at NAIA cannot be solved with construction of Buildings because there is only ONE PRIMARY INTERNATIONAL RUNWAY . THE DOMESTIC RUNWAY is limited in flights . The possible solution is the construction of PARALLEL RUNWAY which has been proposed long time ago by POLITICIANS and AUTHORITIES BUT CAN'T BE CONSTRUCTED because of the limitation in ICAO - SARPs ( STANDARDS AND RECOMMENDED PRACTICES - " the highest practicable degree of uniformity in regulations, standards, procedures and organization "). ICAO requirement for parallel runway centerline separation of 1311m . On a case by case basis, the FAA can consider proposals utilizing separations down to a minimum of 914 m from the center line which is not FEASIBLE AT NAIA because of its size. There is a Possible solution to that. During the PAST ADMINISTRATION DOTr - CAAP Officials approved the construction of PARALLEL RUNWAY AT MACTAN CEBU INTERNATIOANAL AIRPORT , (albeit below the ICAO standard).
    That being the case , a parallel runway can be constructed at NAIA as CAAP has already approved the SUBSTANDARD PARALLEL RUNWAY AT MACTAN CEBU INTERNATIONAL AIRPORT.
    While the construction of New Terminal Buildings is convenient to passengers , the delays of flights will still continue because there is only ONE PRIMARY INTERNATIONAL RUNWAY 06/ 24. If ICAO will be consulted , they might issue SPECIAL ANNEXES for the PARALLEL RWY AT NAIA. The current capacity of the NAIA is at 40 aircrafts movements per hour, consisting of COMMERCIAL FLIGHTS, CARGO FLIGHTS & GENERAL AVIATION.
    The SANGLEY AIRPORT, CAVITE New Terminal Bldg constructed by the PAST ADMINISTRATION DOTr which was intended to DECONGEST the airports is not being utilized by GENERAL AVIATION & FLYING SCHOOLS because there are NO HANGARS for RON ( Rest over Night) aircrafts AND THE AIR IS SALTY. Truth to tell, the now existing primary RWY 06/ 24, one of the Longest Rwys in the Southeast Asia, which is 3,737 meters x 60 meters can accomodate / takeoff and landing of Airbus 380 / B747 (all series) at NORMAL CONDITIONS.
