I decided to re-upload this video that I posted yesterday (5/19/2024) because it needed additional edits. 🧰
This is my first time hearing this. Thank you.
MAX SETTLERS! YAY. For all you no-mod city builders out there, here's a faster way to get a lot of settlers, then add this video's settler saving quest on top and you're golden.
Every settlement gets up to 10 settlers base, except Vault 88 that gets 20. Then every point of charisma lets you add another settler, that includes points of charisma given from clothing/armor as well as stims.
You can get your charisma points up to 10 as you level up. 11 if you get the charisma bobblehead after that. That alone lets you bring your settler count up to 21 (31 at the vault)
Clothing adds more on top. If you really want to max it out (without using mods) then grab the...
fancy plaid suit and tie (+2 charisma)
dapper hat (+2 charisma)
Black rim/fasionable eyeglasses (+1 chraisma)
Legendary Unyielding left arm armor (+3 to all stats when below 25% health)
LU right arm (+3)
LU chest (+3)
LU left leg (+3)
LU right leg (+3)
total of 20 there. Now your settler count can be 41, or 51 in the vault.
Are we done? No, we can actually manipulate this a bit more with consumables in two ways. Negative and positive.
Positive is simply using the chems and alcohol to temporarily boost your charisma and sending settlers from a 'feeder' settlement to your now crowded settlement.
X-Cell adds +2 Charisma, but it's very hard to get. (chem)
Many alcohols give +1 but they don't stack with each other
Grape Mentats +5 (chem)
Smooth Operator +3 (chem)
And i believe the barber from the vault gives you a +1 charisma boost.
These can let you add an additional 12 settlers to your overpopulated settlements. If you're keeping track, that's now 53 settlers, and 63 vault dwellers.
Negative! This is for the really crazy option.
X-Cell addiction -1 charisma (well, -1 to all stats).
Alcohol addiction -1 charisma.
Day Tripper addiciton -1 charisma
Mentats addiction -1 charisma
Vim Captians Blend -2 charisma
Daddy-O -2 charisma.
With these combined, you can get yourself a whopping negative -8 charisma. Now that may not sound good, but when you're in the negative, it actually lets you drop a skill point in to level that back up to ten. Negative eight points means you can stack these to get your charisma to 18!
Make sure you take off any charisma boosting items first and don't pick up the charisma bobblehead until after you max that out.
If you took the hard core crazy chem game busting route, you can get 61 settlers, and 71 vault dwellers. All without mods.
I may have some stats wrong and I'm probably forgetting something too that boosts it more, I'm kind of shot-gunning this post from memory. But I think you get the idea.
After that, you can still add more settlers on top with the automaton's quest from this video. You know, if your game hasn't crashed yet. :D

You can also take this further in survival mode. If you do the "you're special" book dupe glitch and get all ur specials to 10, wait on a bench or chair for a couple days to make urself max hungry/thirsty/tired, this will dramatically decrease all your specials, then just do the dupe glitch again. This paired with the methods you mention can take ur base charisma to mid 20s.
For some reason, maybe a PS4 thing, if a settlement gets over 24 total settlers, including characters it bugs out. All settlers de-assign and won't re-assign. So in Bunker Hill my max is 15 due to Kessler, Tony and Joe Savoldi, Kay, stupid Meg and 4 pacing caravan workers. Or in Vault 88 it's 21 cuz' Clem and the 2 unique settlers. Point being I can post no effective build that has more than 24, even if it lets me send them there.
That's odd, it sounds like something is wrong bc I haven't encountered this before. My Starlight Drive-In has a population of 40. Vault 88 always caps in the upper 30's when I unlock it so that's also odd. I've never added additional settlers to Vault 88 bc it always gets so populated on its own. But I notice this only with Vault 88. I also haven't tested out all the settlements so it's hard for me to say for sure.

i don't see how "Unlimited Settlers" comes in.. I see maybe 6 settlers
When I enter workshop mode at the Castle you'll see in the upper lefthand corner that the population is at 23 which exceeded the previous limit of 21 when the castle was grayed out.
