Divide your waist and hips by 16 because you are going to fold your paper in two.

Add your flare width at the foot length to the value you got after dividing your hips by 16.
Don't forget your seam allowances at the necessary places

Ma, thanks for the well explanatory tutorial, but the hip you added won't it affect the sewing of the center fabric,I think the hip measurement should be at the last two at the back and the last two at the front??

it's simply to enable free movement and it's nice for your skirt flare too because it shapes right from that point.
By deducting d two inches you would be able to walk easily.
