Dragnet was a BIG hit for NBC in the 1950s usually in the top ten . In fact during its early years the show was right behind I Love Lucy in the ratings . Another fact that Desi Arnaz had a Desilu produced police procedural that took place in San Francisco called The Lineup from 1954 to 1960 with fatherly Warner Anderson and muscle Tom Tully doing their thing .
He often appeared on both radio and TV editions of "DRAGNET", as an established member of Webb's "stock company" (which also featured Virginia Gregg, Vic Perrin, Herb Ellis, Harry Bartell, and Peggy Webber, to name but a few), right through the late '60s.
Barry I. Grauman, an old friend of mine, is quite correct. He neglected to mention that Harris was one of Webb’s best friends; Webb’s daughter Stacy was named for him. I call Webb’s stock company “The Mark VII Repertory Company”
Phillips was a solid character actor with a long career in TV and movies. However, he was ill-suited for Webb's style of acting and directing. He didn't have the quirky characteristics that Ben Alexander and later Harry Morgan brought to the role of Webb's partner. Sometimes even a good actor is just not the right fit. Phillips had a recurring role on Twelve O'Clock High as the medical officer and was very good.
This is by far my Number One Favorite Dragnet Episode of all time!

However, Barney Phillips was a liability; he sounded too much like Jack, and his tenure as "Sergeant Ed Jacobs" was brief.
