Indian navy has not pulled it out cause it considers the submarine as a final resting place for the 93 sailors that sunk in it and that pulling it out would be equivalent to digging out a grave to put it into museum the same is the reason for not pulling out the japanese submarine as well

He infact said ghazi was sunk by a destroyer. Also said that one of the targets for ghazi was INS Vikrant.
