This was a concern on my 2001 Ford Ranger. I checked online and I stopped checking TH-cam since people say what you should repair but when you think about it like I did, 3,000 rpms seems a little funny to be doing constantly at a set RPM, so I took my truck out on the road and gave it a try in drive and no missing or cutting out, nice and clean at over 5,500 rpms. So just a simple test and now I see it's just the programing in the trucks computer that has a REV Limiter when you are in Park or Neutral, my problem was solved without touching a thing because there wasn't a problem...
