I have a buddy that with his 3006 it shoots 180 grain better then all other weights. Does not matter of manufacturer. Very thorough review Doc. That is a nice thing about a very common caliber is the amount of different ammunition that you can get for it. I was surprised on some of the results you got. I would’ve expected better results from some of the manufacturers. Keep up the good work Doc.
Federal Fusion 165 gr is what I am using, too. Very accurate with a BC of ..447 and 2700 fps. Most whitetail distances it will be just fine since the energy is still over 1100 foot-punds at 500 yards and my limit is 1000 ft-lbs. And I am getting 1/4 MOA to 1/2 MOA. Maybe just different rifles.
My 308 hand loads are 3/8" at 100 yards. 168 grain Sierra Match King. Remington Model 700. Remember Remington's have long throats. Same accuracy with 190 and 200 grain bullets. Christ Bless!
I have a 4.5-14x42 Pentax on my 6.5 Swede. The reason why I like the 14x magnification is that on that power setting the crosshairs do not obscure the bullseye. Lower settings and I am not able to see the bullseye dot at 100. Can't hit what you can't see. Try 14x next time and see if those groups don't tighten even more.

I've always had nice groups with the 150 grain hornady interlocks. They are a great bullet for deer hunting in my experience.

How much is that specific rifle you have?
You could get for about 500 with the scope but I would get a better scope for 308 caliber.
