Link is the true villain. He is a mute psychopath who runs around killing anything in his path, goes into people's homes and smashes their expensive pottery, collects organs, and eats red fairies. The only reason he is allowed to do any of this is because he is "the chosen one". To everyone in hyrule, he is a force to be reckoned with and is capable of destroying the only male girudo with a sacred sword. He is a maniac that does as he pleases because those he is supposed to protect are fearful of him.

It's pretty logical that a human's life is valued more than 10 million dollars. They always try to avoid situations like that but in the end im sure the authorities would rather pay up than let people die.
