C Framing or Ping Issues? (The Strongest Battlegrounds)

as yall can see, he was actually good. he got some good side dash, basic combos. but he dont know any kind of techs. like kyoto, twisted, any sort of it. he is using only 'side dash + m1' attack, and pretty basic combos only(i love basic combos, i am not blaming him cuz he is spamming a single combo). but he got some weird and strange ping that i never seen before. he genuinely side dashes without dashing, also his m1 range was too big. i dont blame ppl by their hitbox since we are not playing the game at the same place, but he is weird actually. can you guys decide? i totally won him and he hop the server but i really want to know that this is C framing(exploit) or just a weird ping issues.
