To me it sounds it should be a played a bit fast, around 1% faster makes all the difference

The same is true of Sonic CD songs. Probably the software they used or whatever guidelines they had must've reserved 1 for sound effects.
@@xan1242 Pretty much spot on. The SMPS-PCM driver used in the BIOS and in Sonic CD lacks SFX overriding, so one channel is always reserved for SFX.
