Vatican's Financial Auditor Speaks Out

  • Libero Milone was appointed by Pope Francis to be the Vatican's first ever auditor general in 2015. In a historic move, he was told that he had access to all areas, and would be free to audit the accounts of any Vatican department he wished. Formerly he had worked as chairman and CEO of Deloitte in Italy, as well as a number of big firms in the UK and USA. Milone was shocked to see the standard of accounting and bookkeeping in certain parts of the Vatican, and claims he started to encounter problems with the Vatican's 'old guard' when he started to ask questions about certain transactions and sums of money. After only two years in the job, he abruptly resigned, he claims by force because he was starting to uncover major financial mismanagement and fraud at some of the highest levels of the Catholic Church.
    Now Milone is taking a €9.3m lawsuit against the Vatican for unfair dismissal, loss of income, and emotional distress. The case was thrown out by a Vatican court, but Milone is now appealing.
    In this extended one-on-one interview with EWTN's Colm Flynn, Milone talks about working with Pope Francis to bring about financial reform, and the problems he resistance he started to come up against, and why he is now speaking out and telling his story.

    Thank you so much for your courage and devotion to our Savior to honorably and honestly audit the results of operations and financial position for the Vatican. Like you, I am a Deloitte (Haskins & Sells) alumnus. Like you, I am a practicing and contributing Roman Catholic.
    You didn't sue enough. Money appears to be more precious to some in the Vatican than Fear of the Lord. You watch over those the Vatican. Absolute power corrupts absolutely. We need to have much more men of your caliber.

    The bottom line is that all funds and monies need to be accounted for and then audited internally and externally. No agency, even our own Church should ever think they are beyond reproach. Furthermore all accounts in the Vatican should be published publicly showing all incomes and expenditures. Of particular interest should be compensations paid to victims of sexual crimes committed by the clergy. The amounts may be confidential but subjected to strict auditing and approval by the very top of the hierarchy.
    For too long, decades and centuries have the Vatican and churches throughout the world
    been secretive of their funds. They all need to make a full and honest ‘confession’ to the 1.4 billion Catholics in the world.

      I haven’t for a long time. I feel bad but after witnessing corruption in my local Catholic Church, I decided no more. I do have a lot of guilt when I think of God, but it’s the right decision.
      Pope Francis should have at least sat down and spoke to this man. I hope he does in the future.

    I do remember when this story broke. It was said at the time that this man and or his staff were whispering in ears asking about any scandals financial or otherwise. Clearly this is anything but a professional way to conduct oneself not to mention, utterly untrustworthy.
    So this man is an ex CEO of Deloitte. Deloitte the biggest auditing firm in the world. One of the big 4, and larger than the other 3 put together. Deloittes business structure is set up in a way that they never loose as they contract hundreds of shell companies. Employees are told about off shore tax avoidance options.
    When a company never looses, it's no longer capitalism, its something else.
    Ok so that aside, this man said that he wanted to contribute as a catholic, REALLY. As he is taking the going wage, he isnt contributing. Hundreds of thousands of poor and minimum wage people volunteer for charities without pay, and many of them are not a member of any religion. I know as i have volunteered alongside such people. If this man is sincere in what he says, why doesn't he give his wages for the work at the vatican to the poor and needy along with the 9+ million he is after.
    Saying all that though, i dont doubt there is corruption in Vatican finances whether it is incompetance or theft.
    But this guy is never going to loose a dime regardless, afterall he learned the tricks of the trade at Deloitte.

    Incredible. I don't believe that Parolin or the Pope was shocked at anything that Señor Milone told them. If anything, I think they were shocked that he found out. Feigning shock or dismay is something we need to be suspicious of with these people. 11 years of this pontificate with these men in charge should have taught us to be cautious. NO one involved in any of the numerous crimes (abuse, embezzlement, to name two) has been punished.

    The position of the Vatican City State is not invulnerable. In 1929, Mussolini advised the King that, since the Pope continued to maintain his claim to the former territorial possessions of the States of the Church, the King’s sovereignty was always going to be open to challenge. So, Mussolini wanted the Pope to formally abdicate and to acknowledge the King as the new sovereign of his firmer territories. In exchange, the King offered the Pope a huge sum of money and sovereignty over what is now the Vatican City State. This rapprochement was also intended to secure the support for Mussolini of the Catholic vote. Having secured the Pope’s formal abdication, the King had achieved what he wanted. Today, the Republic of Italy has undoubted claim to all of Italy, apart from the Vatican City State. It is now almost a hundred years since the Lateran Treaty. There is now no challenge by the Papacy to the claim of the Republic to the former territories of the States of the Church. The independence of the Vatican City State now serves no useful purpose as far as the Republic of Italy is concerned. In an increasingly secular society, there is little risk of losing the Catholic vote by bringing the independence of the Vatican City State to an end. Every scandal in the Vatican puts its independence at risk. For those wanting independent financial services, Switzerland or Monaco offer much more secure and better regulated facilities than the corrupt and chaotic Vatican. If the existence of an independent Vatican City State starts to become an irritation to the Italian Government, it can always take back what Mussolini gave. It could simply annex the Vatican City State and bring all of its affairs under the rule of Italian Law.

      @@peterpluim7912 Italy could repudiate the Lateran Treaty unilaterally and restore the position under the Law of Guarantee of 1871. That is to say, it could leave ownership of everything within the borders of the Vatican City State in the name of the Papacy, but remove some, or all, of the extra territorial privileges, in particular, it could impose Italian banking law on the operations of the Vatican bank. There would be no question of any “invasion” or “annexation”. It would simply be a matter of withdrawing some of the privileges of extra territoriality.

      @@patricko4024 things are ok for the most part. Pope Francis is good. Yes, I miss the catechesis of Benedict 16 but pope Francis does not like predators in the church. The message has been clear. I also wish that Pope Francis would use more Latin but his Italian sounds very good.
