Hi! Sorry for the late reply. This was mid April in 2023. There was really just a couple of trees at this point so you can still get a photo or two but it won’t be the full Sakura experience. But the pros are way less people!

I think Tokyo is a must visit! Lots to see, eat, shop. I also recommend Kyoto to see the more traditional side, but Tokyo also has neighborhoods that feel older as well.
Not too bad! The only time we had difficulty was restaurants that have a self-pay and order machine with no English. You can use Google image translation on your phone in those situations. There weren't really any situations where we didn't understand what was happening or able to figure it out.

would personally recommend tokyo first as tokyo has more things to do than osaka :-)
