What I enjoy in this whole stage of the game is how it is a slide of idealism toward pragmatism, but the game constantly prods the player to discover for themselves just what their limits are. People are stealing food! What do we do? Someone is undermining hope! Chase them off? Someone is murdered, we found someone else! What to do with them? We found the food thief! But do we sentence them to death? Our guards are in dispute with a citizen with nothing to hide, who is right? The enemy is distributing false facts, shall we set the record straight? Only the most steadfast player will not slide a little, but only a few players will go all in for survival above all. That is what makes this such an interesting chapter.
I mean, I more or less put 2 and 2 together to realize "Hmmm, maybe Propaganda machines and torturing prisoners is a BIT excessive." and found out pretty quickly that having Guards, Patrols, and Prisons already provided all available options to handle situations peacefully.
I think the biggest problem is that I can pick order or Faith and then go in said tree one of two way. as of now (at launch) it in order. build police station and prison to house criminals. going down the tree we had propaganda office and ruthless authoritarian dictatorship. the thing is just the top of ether trees is not doing anything bad. peaple ask for security and an working court and laws. order should be able to provide it. it sort of does (it provides security in the form of guards but not a Court house and that is something that hurt a bit).
I'm pretty used to playing by sticking to my morals and being careful not to go as far as I really would in these situations. But when I _do_ cross the line, it's basically easy mode. If I'm going to go all the way, I'll do everything I must to ensure not only my city's survival, but their future as well. If the lives of the many outweigh the lives of the few, I will take that to its fullest extreme.
The city and its people survived, but their humanity was buried in the snow. The city survived the storm, but can it survive the consequences of crossing the line? And more importantly, does it deserve to?

I never played with Faith only order,order is OP as F the agitators have a huge impact on efficiency in my first two playthroughs i was literally swimming in resources the patrol and leaflets kept the people in their places and i even got the good ending
order is very manpower intensive imho, it overall has some slightly better production bonuses than the faith tree, but the amount of people needed to keep it up can be really taxing, specially early. and also indeed often going all the way down either tree is usually not worth it... except adaptation, cuz who doesn't like some booze in their soup?
Faith focuses more on keeping the people healthy, hopeful and in condition to work at all times, hence the field kitchens and houses of healing that don't require engineers and steam cores. Shrines can be acquired early and increases the production a great deal just as much as agitators, however you don't have foremen so it limits the potential of the production of the automatons or people, but it makes it so the people are more useful to have working during the day. The downside of Faith, is that you need the faith keepers to act as the guards to quell certain events peacefully.
i'd say in certain way faithkeepers are actually a bonus as they are only one squad of fanatics rather than several watchmen squads, however faithkeepers arrive rather late in the law tree and i think they do count as "crossing the line".
Honestly if our world actually did come to an end and life had to be in small groups totalitarianism would be the only way to provide hope and stamp out defiance
I would think not all but some groups with strong leaders may do that while others would subscribe to older ideals or republics and other states. However the main group handles issues however would lead to some outcome and those that don’t work to keep people alive will die. As long as it works to keep people alive then a regime will live and it likely some totalitarian regimes would survive however some could fall to internal strife or an incompetent leadership. What matters in the case of survival is proper direction and coordination. If you can achieve that to obtain what you need to survive your golden.
The only 2 things you need from order are the towers and prisons. It's doable without much effort with just these if you want to get the ending where everyone survives

Propaganda Centers, despite being a viable means to create an information distribution network in the city, still feels too authoritarian for my tastes. And of course, "Forceful Persuasion" is just a WEEEEE bit dickish when you're already locking people up for possibly only having a differing opinion from your own.
Ive always felt as if Religion and faith were much easier and effective ingame. But this theme and the merciless orders sounding thru the agitators are much cooler than the depressing religion music
