I did EVERYTHING for this city! I pulled it out of the Frost! I united outposts and villages from here to the frozen oceans! I rebuilt and resettled Winterhome! And this is the thanks I get?! Petty squabbling, lives lost because you didn't get your way! Fine! You want to the Captain back so badly? Here they are! Here I am! You all lost the ability to make your own choices when you nearly destroyed this city out of your own selfishness. I will bring Order to this city one way or another.
"I will DRAG you all toward a brighter future, MY brighter future, BY THE HAIR, KICKING AND SCREAMING ALL THE WAY, *_IF!_* *_I!_* *_HAVE TO!!! I HAVE COME TOO FAR, SACRIFICED TOO MUCH, TO LET THIS ALL GO TO WASTE!!! MY CITY! WILL!! NOT!!! FALL!!!!"_*
I just finished my first Pilgrim and Captain run last night. This game is amazing, though I will admit the finale was a bit lackluster compared to the first. Especially playing as the pilgrims, if you get the adaptation and traditional corner stones + colonize every resource node you become unstopple. The Stalwarts and New Londoners have nothing against you. Also, grab guided voting + propaganda + secret police and the civil war is a goddamn cake walk lol. Going the Captain route was much harder though, that one did prove to be a challenge, though it was still easier than surviving the final storm in Frostpunk 1.
I mean, neither the first game or the second are particularly difficult to "beat", the challenge comes from where you draw the line, if you want to be a totalitarian amoral monster it makes a lot of things easier, and allows you to "win" easier, but trying to make the city the best for everyone while still surviving is the actual challenge of the game.
The moment that really got me was when the city was on the knife’s edge, riots were spreading in all critical sectors and a couple hundred peacekeepers barely held the line, only for more than 2000 civilian workers to volunteer to enforce a ceasefire. OUR city will not fall!
I have established a reign of peace, prosperity, and most importantly growth, and this is how you treat my city, killing each other in the streets just because you thought expanding was a bad idea! I ought to banish your party, but instead I will have to stand up and show you a better way. I was installed to show the city a way to be lead by the people, and I shall keep it that way
Got a bit of Waldetoft's work for Crusader Kings III (think: Knights of Jerusalem, Charge of the Knights) meeting and mashing up with Kai Rosenkrantz' own scoring work for Gothic III!

New Londoners yearn for the Captain's authority!
"YOU CAN'T DISOBEY ME, DO YOU KNOW HOW MUCH I HAVE SACRIFICED!? THAT'S IT IM THE CAPTAIN NOW"
"All fighters consider! There is no point in ruling over ruins, Restrain yourselves!"

the endgame of both factions is OP, so consider the following: Captain difficulty.
Have fun! :)
I think that's intentional. Decentralized industry and population is more resistant to calamity striking any single area

No! We must embrace the frost!
