And against everyone’s expectations, Chibnall nostalgia was born!

I enjoyed the episode mostly and the concept was interesting but the song at the end was too over the top. Also the fourth wall breaking stuff is a bit weird. I've seen some people suggest they are on a show.
I like Ruby but never really thought that we don't know much about her apart from she's adopted and doesn't know her parents and also is in a band which at least they used in this episode as i felt they often overlooked Yaz's police skills.
She reminds me a bit of Clara who was more a plot device/mystery to begin with than an actual character.

It was disappointing to say the least. It could've been a lot better.
Maestro was an interesting concept for a villain but the performance was a bit too OTT and I think Jinx Monsoon really needed to dial it back a bit. I think thats the problem when Musical Theatre actors do camera. Maybe if someone like Hannah Waddingham played that role, it would've worked, especially with all the posing she was doing on the piano.
I can understand what you're saying about the episode being cartooney goofiness. I have come to expect that from RTD, I think people forget how very cartoonish and immature some of episodes in the RTD run were. The Slitheen, the Abzorbaloff, The Wire, John Simm being completely OTT as the Master. It's part of his style and I can understand how that would've been annoying.
What botheted me was the Doctor didn’t save the day, The Beatles did. What???
