Eh those are just vtuber debut general issues. There's always a need to give yourself some defining characteristics early on to give your audience something to anchor your identity. I am also glad she developed beyond this but I don't see anything wrong with how it all started.

I dunno why but I do get the feeling that in predominantly English speaking countries, they speak with a much deeper voice. Must be an English speaking thing as I've heard even the most cutesy voiced of Japanese women that studied in the US to have deepened their voices when they returned home after studying there. This might be the case for Pikamee where when she first debuted her voice was deeper after living in the US for a while but as she naturally got accustomed as a streamer and how she usually talks to people in Japan with a higher pitch, she naturally started speaking with a higher pitch again. Japanese women are encouraged to sound higher pitched and cutesy and also shorter people for some reason are more likely to develop a high pitch voice while taller people develop deeper voices.
