Entebbe needs to become the capital again but they a foreign company to plan the city well. The corruption needs to be at the lowest. They need an efficient tax collection system to raise money to keep up the city. They politician who has lived overseas for quite sometime and one who loves his country so that they want to build the city to International standards.

Hell no. Why even considering that? Entebbe and Kampala is just 1hr distance and actually both cities feel like one hot spot.
