the argosian dream dust can be used like a night eye potion to see in the dark, short acting tho and it makes it very bright if used outside during the day. there are merchants at Flotsam on the northern part of the scaffolding not the one you went up. however above the 1 you did start up once you get to what seems like the top lvl you can climb up a bit further and there is the pirate queen and i think another 1 or 2 you can also buy from but those take pearls and maybe scales from the sunken city or other pirates from buccaneer bay. Flotsam also has the pirate cuisine recipe. also while there since you went right past as you were leaving the area, you should have stopped along that norther cliff face and fought the animal tamers on the ledge, all of them now drop underwater breathing masks, having one really helps once you get around to doing the sunken city dungeon.
the named animal tamer, Beastmaster Teimos, on that northern cliff used to be the best thrall in the game, up to 25k HP, but they nerfed him into the ground
