Yeah it's all contractual. MLB teams and minor league teams sign 2 or 4 year deals and once they expire, they can choose to change affiliates. Usually teams develop good relationships with their affiliates and renew the contracts but there's always a handful of changes

So there are "force outs" where the base just needs to be touched for the out. A runner is forced to advance to the next base if the base preceding them is occupied. A runner on first must always advance to the next base, a runner on second only needs to advance if first base is occupied, and a runner on third only needs to advance if both first and second are occupied. If a runner is not forced to advance, you have to tag them out
Off topic question, but why dont major league teams just buy the wealthy minor league teams like Drayton or Charlotte. I heard they make millions of dollars but the players are still paid by the MLB? So why not just go all in and own the team altogether? Are they not allowed???
Some MLB teams own their minor league affiliates, but not many. I don't have a good reason as to why more teams don't buy their affiliates. Most likely they don't find the operating costs to be worth it
The simple answer is that these teams are their own entities and ownership of those teams would likely be asking way above market value, as most owners of any professional sports team value their ownership of that team far above any reasonable price tag (and who could blame them? I would too). Any offer MLB teams make, they probably won’t like and may even see as insulting. Also OHB is probably right that operating costs are a huge contributing factor as well.
