For me it would be easy as I own an AEM stand along ECU and numerus Hondata's. Swap stock ECU in get SMOG check swap back after. What really makes it easy for me is I don't live in CA, and where I do live, we don't even have SMOG checks in my area.
The only question I have, is if the ECU records miles driven. If there's a difference between what the odometer shows, and what the stock ECU shows, that may throw a flag. If I'm wrong, then just put the stock ECU in just before an emission/inspection, and restore any deleted emission control systems that were removed, so they will work as good as new, for the emission test. then, switch back!

I got a question, I have a 2014 Mustang GT and I live in California, and I want to get a tuner, can I still pass smog if the tuner has a factory tune? or will the smog checkers detect a preloaded tune? If so, how can I have a tuner and still pass smog?
I have a 2015 Hellcat that has a 2.70 upper pully and hhp double pumper dual fuel pump, fic 1200cc injectors,309 diff, demon killer Springs along with all the drive train goody you need to handle more power, But Here Lies the problem mine is one of if not the first Hellcat delivered in California so here I sit with the Hellcat I cannot get past when it comes to smog. I have been in the car Community for a long time and have lots of connections so it's not like we are sitting on our asses doing nothing and not trying but so far no good right now the one thing I have going for me is I bought a unlocked PCM instead of getting mine unlocked so we're trying to reset everything with the original PCM in it running on gas instead of E85 like I usually do oh, I have done the 55 down to 20 with no brakes multiple times, drove in traffic, blah blah blah all the stuff so we'll see but I don't know what to do if I can't. I got so frustrated that I even went out and bought a 2021 super stock Challenger just in case so now I owe a lot of money but hey I have to learn as cars one I just can't drive legally well the sticker does say July so....
Also want to point out that my friends smog shop testing my car when it was running on E85 and it put out less emissions than it did stock, so if I can't get this fixed I feel like this is a unjust law, I don't even mind having to go from E85 for the track to stalk for the street I mean I would have to change out pulleys each time but it's better than losing my car

I believe most cars store milage in the instrument cluster

What are they looking for when they check the ECU? Ive used HP tuners to tune my 99 trans am if I flash it back to stock I get codes.

i think there are homologated tunes, but i am not sure, i've even heard stories from the mopar guys that sometimes their factory tunes are rejected

i think a lot of these laws when examined pragmatically are more about control than controlling emissions.
