i don't actually think so, i think she just reverted back to "single behaviour" right after the marriage ended, a married life she had come to hate deeply, hence why she evidently partied like a college student, drank like one, and dated one. her kids became a tool to maintain that life as well, she no doubt blamed them existing for much of her troubles and therefore she elected to do the bare minimum for them to live (without obvious signs of malnutrition) then telling them not to tell "dad" about any of it or there'd offcourse be hell to pay in her mind she didn't get the chance to experience fun college hot girl summer type living and now as a nearly 40 year old she decided to revert back to that.

Silence is complicancy. Especially when you're still mutals with an abuser, of your free will. They probably heard about those kids freezing in the snow too. Gosh, this is exactly why I say any money from alimony or child support have to be heavily scrutinized to ensure things like these never happen. Unfortunately, there is no law to dictate how money from those sources have to be spent, so truly awful people like the ex-wife exploit this loophole to their benefit. Heck, a similar story that made my blood boil when I first heard it had a line that sums it nicely. "This is mommy's paycheck", said by a narcissistic mother to a child after receiving the child support payment from the child's father (needless to say, this awful mother also blew the money on herself). Unless this loophole is firmly closed, narcissistic parents will forever see their children as ATMs from their exes, nothing more.
I think a good way to ensure child support money is being used correctly would be have the money on a separate account, that only allows transfers for necessity’s like clothes, food, and so on. Or make it an amount that people can live off, but enough to cover basic expenses.

I'm a bit confused that OP had decided to "give her privacy" and stop following her social media and stop keeping up on what was happening in her life, post-divorce. I wouldn't do that with an ex, even if there WEREN'T children involved because I'm nosy. But he was supposed to be co-parenting with this woman, AND he was paying her massive amounts of child support and alimony. She was still very much a part of his life. I'm not saying he needed to stalk her, but he should have been keeping an eye on her. It's just common sense to keep an eye on someone that you are financially supporting to make sure they are using your money for necessities and not luxuries and frivolities. If he had been paying closer attention, he probably would have put the pieces together sooner that she was neglecting the kids, and it wouldn't have come to them being in serious danger stuck in the cold.
