Are the eyelashes/eyebrows just a separate mesh from the rest of the head? And if so wouldn't that be a bit of a pain to animate?

Is it possible to sculpt anime stylized heads manually? The process you're doing looks a little tricky.

@@TeachmeGin I meant could I make a head like hers by sculpting it in sculpt mode? He doesn't sculpt her head; he starts with vertices.
You can do it by sculpting. The reason I went with extruding verts is because it's actually easier than sculpting the head and getting the right shapes

You mentioned you applied toon shader to the body pls what toon shader
Diffuse>shader to rgb>color ramp>output. Set the color ramp mode to "constant"

Satsuki is pronounced Saht-skee not saht-soo-kee
(It's actually closer to Sah-tskee but that will get you in the right direction.)

The rigify armature is around normal height. I usually add it in and scale my reference to that, then delete the armature 👍
