Fixing a Leaking Pressure Vacuum Breaker

When I turned on my sprinkler as it is getting to the 80's already, it was leaking. With some research, I realized an important piece is missing. This is the first time that it happened to me. I have some theories (and they are not nice), so let us just leave at that.
