    The pap has redraw boundary many times it has backfire the ruling party so instead of adding more into GRC and lose more office holders it's better to have more single seats and just lose one candidate

    Is forming the EBRC mandatory if the PAP does not plan to make changes? There is likely more "downside" than "upside" to "tweaking" the electoral boundaries if the "ground" is not "sweet", i.e., it is "toxic". Anyway, the results are just a recommendation.
