Thanks for the video and sharing the prices, my monthly budget is $1500 and I live in Tunasan, Muntinlupa City by south of Manila. I'm very happy enough not paying any mortgage or rent. I know 5 foreigners living there and all military veterans like me.
if money isnt an issue, you should start in the capital city of manila and stay at BGC where a lot of tourists and well to do locals live/hang out. its seems very safe from all the youtube vids ive seen of it. its like a big american city but safer and cleaner. from there u can slowly explore and branch out to different regions.

I live in a 1 bedroom loft apartment, it has been refurbished so functional, clean and comfortable rent 5500php/cal month, unfurnished, roughly $105usd. I chose unfurnished because generally Filipino furnished is pretty basic. The main furnishings cost around 2kUSD, A/C 1.5hp Split system installed, Queen size bed, Fridge, Washing machine, TV, Dining table and 4 chairs, Sofabed, Inverter cooktop. All new, all under warranty. I shipped my general household goods by balacbayan boxes at $70/box. If I am going to live here I want to be comfortable, why give away everything and then have to buy it here, I didn't come here to live like an itinerant homeless person. My costs excluding medical and entertainment but including VISA costs comes to $400USD/Month, I self insure medical but I am fortunate that it is only a $200USD 8 hour direct flight home to Melbourne where I get unlimited free 1st class medical thru government provided Medicare. Don't listen to the BS out there, even on a low budget you will do it far easier here than in Western countries, you just need to have a brain in your head and not too many out of control vices.
