Ok so at least for the beginning prep part, she's doing a technique with the short ribs by rubbing them with either flour or cornstarch. (I don't know which it is) And then after the flour gets sticky rinse it off with water rubbing off the flour repeating till the water is clear. This technique gets rid of most of the impurities that would normally come out from the bones.
Then she parboils (not a full boil) the bones so that what little impurities left is gone. After that is the cooking stage.
