Using a new game file I used the hover code and went into the fortress, the guards on the other side of the gate do stop you and throw you into the water below lol and turns out the ones in the fortress do the same thing, probably coded like this so the player can't get soft locked in the jail cell as to get out you need the hookshot so smart foresight by team nintendo there.
