You explained fully what it is intended for and that is good practice. It seems something that can be easily done by cheaters and garages to bump up price.

I definently know many dealers who tried to get me to do it. I doubt they gave up when I said no. I always recommend for anyone buying used to use carfax and check around car good looking for signs of wear & tear. If the mileage seems too good to be true then don't believe it. Many mileage systems can even be rolled back simply through OBD2 .

Dont remember sorry. Most of the ones using 93c66 were early-mid 2000's so it was probably from the first generation Rouge
