Great job redirecting the hot water to just avoid everything in the floor - I feel really sorry for the innocent person below who got their flat ruined by the plumbing above.
Absolutely my old landlord used a 'handyman' for everything. Among other things when redoing the kitchen he didn't put the spare tap hole blank in (I had to glue it on to stop water going thru into the cupboard) and boxed in the cold water stop cock. Nice one mate. If he had a brain he'd be dangerous. Same flat the electric shower radial wasn't tightened up in the consumer unit and came flying out with an enormous bang...
Some of the new builds you see are absolutely terrible though - there's videos of snagging reports that are shockingly bad. Really depends on the site manager.
After seeing that, I hope the customer has the rest of the flat professionally inspected as who knows what other stupid and dangerous shit has been done.
My guess would be the room was converted to a bathroom and the sockets under the bath were used to rejoin the wiring after removing the sockets in the accessible parts of the room.
I bet it was for that pump he switched on. It probably used to be located there. Only time I've seen sockets under baths are either for jacuzzi ones or pumps.

Forgets and leaves it on for 2 months Previous contractors had changed main drainage and now Boiler overflow goes (in copper) through external wall, out of the kitchen, but drains straight into the wall cavity into the unoccupied rental flat downstairs for two months...... With the absence of any water leaks in his flat, there was no indication that he was the source of any leak...until we noticed the meter spinning like a top. Is it normal to fit a low_use drain like that or did they not bother to connect it?

Two loose socket outlets under the bath?!? Proper lash up but would never be identified on an EICR because why would a spark take the bath panel off?
Under the bath is outside of zones as long as it can't be accessed without a tool, so it's not really a fail.
I would give it a C3 at worst.
