Vivi doesn't want anyone to die, so she's not willing to let the Straw Hats go up against Crocodile directly. They're only wandering around trying to talk to the Rebels, which completely ignores the heart of the problem. Luffy isn't having any of that.
when Luffy is being both a captain and a friend, is where Luffy's character shines best. he wants to help Vivi of course, but she has an unrealistic mindset. for one, she thinks that they can avoid bloodshed, War IS bloodshed, nothing less, nothing more. then she is only willing to risk her own life, not even wanting other people to risk their lives, they need to stop Croc, there is no avoiding fighting him like she hopes, this was what Luffy was not ok with, even he knew that it was a fool's errand to try to stop a war that has all but been started by Crocodile, WITHOUT confronting the instigators.
I think the point of Vivis argument with Luffy which gets lost a bit in translation is that shes subtly having the strawhats avoid the dangerous conflict while Luffy thinks they should head straight for it as there is no other way than to put their lives at risk as well.
The way I see the vivi situation is that the language she used while talking about stopping crocodile implies she had this sense that she was going to try to stop crocodile without being prepared to lose anyone, and luffy hitting her is giving her this reality check that people will die and she doesnt have to shoulder that burden alone as she has the straw hats to help her.
it's also that she was avoiding fighting Baroque Works and Crocodile as much as possible, they need to be taken down, there is no avoiding that, she wasnt willing to ask Luffy and the gang to put their lives on the line for her country.

This exactly, I feel like the manga makes the intentions much clearer.
