It is a tool but it will be regarded as a weapon by any court the moment it is used to thump people. As with any tool we must be able to justify why we used it as a weapon.
I have a friend who went to the police academy years ago and she got a tire thumper as part of her police academy kit, to be used as a billy club. My friend says it's got a one inch steel rod in the middle of it if I remember correctly and the state that she and I are in which is not the state my friend was a police officer in, she said that the tire thumper is illegal to have in the car b/c of the steel rod going down the center of it and that if she were to get pulled over for some reason and a cop were to see it she claims the cop could arrest her and it's all due to the steel rod in it.
That would be imediatly considered a weapon by law enforcement. Especially of you don't drive a big rig. It's not a good alternative to a weapon. It is one. It's a it is a felony disguised as something you'd consider carrying. Not a good plan.
