Is it possible to transfer the files from a PS3 to a computer and alter them to allow the unused traffic cars to spawn as well as make it so that cars like the tow truck can spawn anywhere?

I could probably just use the pc version for this so whenever I get that I’ll try to screw around with the code a bit, even though I’m about as experienced with coding as a half eaten undercooked sweet potato

its a mod that you can download
well it doesnt have to be the Russian one but you can still get it on systems like ps3 and xbox too, youll still get the cars just not the boost type
