You can upgrade, but this upgradation has some limitations of uses, you can not activate you windows 11 pro by your home licenced key. Both method works fine, i don't know why you are facing this problem, i think you should install free windows 11 pro, and activate that permanent by , activation methods. This will save your time , otherwise you will have to do a lot of windows image repair methods ant try again for upgradation.

Downgrade Process
1- The first thing you need is Windows 11 ISO
2- Open Registry and navigate the Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion
3- Change Edition ID from Professional to Home
4- Change Product Name from Windows 11 Professional to Windows 11 Home
5- Run the setup.exe in Windows 11 ISO file
6- Enter this product key (TX9XD-98N7V-6WMQ6-BX7FG-H8Q99) when asked
7- Then install the Windows and you are done.
