The pokemon have to have max EVs in their lowest stat, and you have to use the 6 worst pokemon for each set. Bonus points if you base the whole moveset around this stat!
Shedninja (or Diglett if you don't count Shedninja's 1 HP) - Max HP EVs
Happiny/Chansey - Max Attack EVs and Max Defense EVs (Both have 5 Atk and 5 Def)
Feebas - Max Special Attack EVs
Magikarp - Max Special Defense EVs
Munchlax/Pyukumuku/Shuckle - Max Speed EVs
