Sir, generally we find out the cutting length of bar considering the hook, Ld & deducting bend. Is this the other way to calculate cutting length????

Sir tume 170mm cutting length calculate cardiya but development length kaha se kaha tak dena hai plz bataye800mm
Lapping should be given in a column at middle portion leaving behind the L4 from top and L4 from bottom..If by mistake a rod is short of the middle portion and requires a lapping what to do.
For ex Column distance is 10 ft. leaving 2.5'ft from top and 2.5 ft from bottom lap should be given at the middle 5 ft only but if the rod left is only 2 ft then how to make a lapping ?.Can we go for a development length at the bottom of the column in order to bind other rods .please advise.
