Who do they hand things over to exactly? It will all be handed to the investigation tribunal WHEN it convenes. The tribunal will assemble when all the members on it are fully available. Then they will be given the evidence- if any- from both sides and they will make a judgment based on that evidence. It’s not very difficult to grasp.

There is no "provenance" for them in that they could have been made up, redacted or altered in some way. There is no proof that they have not. What they are is merely the trigger for investigations to start. CAS found that there was no evidence that they had been acted upon and therefore - end of case.
