He still isn’t cannon just because the game says 3rd teir persona it’s plainly obvious he’s a scrapped idea but you are technically correct when saying he is Akira’s 3 awakened persona but because he doesn’t exist Joker really only has 2 main personas.

Jonathan Swanathan he's a deleted concept for Jokers third tier persona. However, since joker technically doesn't have Arsene evolve into Satanael, he doesn't have a second tier akin to everyone else's in the main cast, making it very difficult to integrate him into the game into a way that the story permits. To be fair, it could be argued Satanael is the public's persona (a manifestation of their rebellious will) and not Joker's if you don't look at Q2
