Pretty cool how the emotional investment of playing A&B previously makes these stories come to life. I seem to recall there being the intent to make a trilogy of these games...if so that is a must-have for sure! Looks like you guys are having fun with this one, great video.
Skill 7 is guaranteed with the amount of Hearts Pep has without locking him off from building a camp, so go for that - with the die roll, he should be able to get the bonus as well as well as building a camp, but if he can't prioritize the bonus.
Make peace not war. Why can't we just be friends? BTW, I think Pep would still get the bonus and be able to build a camp. He is almost there and I see no downside. I am also sure that Pep will be able to meet some interesting people. Bob, Steve, Jim, Tom, Alexandar and Ferdinand the gentle rancher.
I recommend neither. You have lots of cider. Get both the townsfolk and the barbarians toasted on the stuff! With soused townies and loopy ruffians, what could possibly go wrong? You might even be able to pick up a couple of extra adventurers before they sober up.
I would say go for Skill 7. Pep already has 4 Skill in his party, so he has a 50% chance to normal succeed without spending any hearts... and he has 6 of those, he have the leisure to waste some and get the bonus. If by any chance he rolls poorly (mainly a 1, a 2 doesn't seem that bad) I wouldn't waste those to get the bonus and instead focus to normal succeed.
In these troubled times you should extend the hand of peace. Just be careful that it doesn't crush the hands of the barbarians or pull them roughly about.

Do you have to go back town after building a camp/running out of hearts?
You can go back to the town board anytime you like (or, most often, once you run out of the ability to do things adventuring).
Watch It Played Can your hearts ever reset when on the map?
Not usually (I don't remember if there are any special items are card effects that might give you some hearts back).
