Starch is a dilatent fluid , a type of Non Newtonian fluid ..rate of angular deformation / velocity gradient of Non Newtonian fluids is not directly proportional to the shear force . It's a shear thickening fluid Means if you put more shear force it will not deforme but if you put less force then it will deform easily..more examples of Dilatent fluid is Corn flower , Quick sand , Sugar syrup , etc ..

He was talking about using a hydraulic press It's just cornstarch and water. People use cornstarch to thicken sauces and whatnot as well.
