The freezing step helps deal with the PCR inhibitors like proteases in the solution - they defrost more slowly that DNA, so it's a quick/cheap fix for removing them without using a column, or a more intense DNA extraction method. It's like the reverse of how you need to fully defrost enzymes before use.
Hmmm, I think I have the same problem. How long do you store the sample in the freezer after diluting in 1 to 10 water?
