I'm running ngrok service on my Raspberry Pi board so that this project can work for longer period of time

You need to assign a static ip for the ESPCAM. Because after the router or internet dongle reboots it will assign an diff ip address to the ESPCAM and it will not connect to ngrok.
Yes,, just need to set reserve ip on the WiFi router.

No. The ip passed is the local ip. The p2p ngrok application makes the entire work!

This means one needs to reserve the IP of the ESP board, cos if the IP changes, it would require reconfig of the Raspberry Pi
Not an expert but just an idea that IFTTT site to keep record of board IP address over google sheets is a solution.

We have to use that
if you have an old computer, you can use that in place of RPi, but it will be more power-consuming and you have to keep it ON for the project to work. If you turn it off, you have to go through the entire process again. So, better option is RPi ZeroW. Low power consumption, small form factor and portable, instead of that unnecessarily big RPi4B (which is not suitable for this task). You can use RPi4B for MotionEyeOS, a CCTV hub OS for your home security and use RPi ZeroW to port forward it to WAN! Good Luck!

first of all, thank you for your helpful videos. secondly, I have a question about this tutorial. in the last step, when I search the URL, I get the following error:
Header fields are too long for server to interpret
this error also appears in ngrok command-line:
Request header fields too large error 431
Do you know how can I fix this error?

That is a problem in the esp32 it does not allow long header files. There is a setting in menu config if your using esp-idf to allow long headers but in espressif-arduino core I do not know how to access that setting.
