imho, Kira's reaction(DOTH PROTEST TOO MUCH?) proved to the Romulans their intelligence conclusions assumption gleaned from the recorded actions and behavior of Odo & Kira, there was something emotionally bonding Kira/Odo more than coworkership, regardless if they recognized it or admitted it to themselves or publicly. The Dominion Founders just needed only to observe Odo/Kira on the Changling planet and their interactions to know they had an Emotional Link bonding.
= I loved how Odo and Kira walked alike and stood behind each other so closely in the first 3 seasons, then while they made Odo openly pine for Kira, they got emotionally separated conflicted(Kira/Bariel or Shakaar), but THEY STILL were there for each other, each other's back & devoted supported nurtured each other for the run of the show. Even the ROMULANS KNOW! Kira & Odo are Meant to Be One
Poor Odo ... saved by Quark in an awkward moment. Felt bad for him -- he didn't realize that others already suspected his feelings/motivations toward Kira. And he couldn't very well say to her, "Uh, well, they're right about my feelings" given that Kira was venting in frustration at the moment. It wasn't that she was insulted by the idea of Odo's feelings, but she doubted the source who told her. Since Odo had previously dismissed humanoid relationships, etc openly she had no reason to believe that the only woman he had any interest in is HER.
Kira actually was EMBARRASSED for the integrity and respect of ODO! That he'd be denigrated with accusations of humanoid romantic feelings and for her because he just doing the right thing and being honorable. S1E2 man Alone Kira says as much about her level of high respect for Odo as an Honorable Man. I think, deep down, Kira feels she's not worthy of his love when you see how damaged she feels from her war terrorist life. Dating Bariel she already stated such low consideration for herself image to be loveable and Shakaar was in THE SHIT with her, not so ethically great lofty, so they were both tarred and scarred emotionally and fell into a simple comfort sex relationship was no pressure easy..
5 years late but yes this!! People knock Kira for being oblivious like Odo didn’t often express frustration and alienation with humanoid relationships. I can remember multiple occasions where he all but says “Romantic/sexual relationships are gross!” Kira really respects and likes Odo and she was actually less offended for herself and more offended for *him!*
Of course hindsight proves much of Odo’s “I don’t understand you humanoids and your coupling” was preemptive self-defence from the feelings he was catching for Kira IMO.
It was true to the character and Bajorans as argumentative EVEN as Religious(jewish religion Talmud debates connected) which is why it was taking so long for them to accept the cooperative/diversity changes needed to be accepted into the confederation. So whatever it was FUNNY! And Romulans look down like Vulcans on the reactive emotions by other humanoid and would NOT have followed up angry in response to Kira, a'typical' Bajoran/lowly humanoid federation ally type
