Does the Heli ESC have a built-in governor and soft spool up?

Hi . I have the skyhawk 125 . Now I have the R.B.W wire going to ch 3 for power and throttle. Futaba 16iz . 1:40 Now what or we’re does the other set of wires plug into . Do they go into the governor spot on the ikon2 . Thank you
