The form asks if you're bringing in SPECIFIC foods (meats, seafood, eggs, dairy, fruit, vegetables, grains, seeds, nuts, plants), so many people bringing in many types of prepackaged non-perishables that don't contain these specific food products noted above would naturally check 'No' to this question, and technically, they're answering the question correctly.

The officer asked me to show him the canned foie gras, i pulled 5 cans from my luggage and the officer said, "look they don't allow foie gras but they allow duck liver mousse and then he added don't bring anymore and have a good day". I packed my foie gras and left with a big smile.
