      They actually don't ask 'Are you being in any food?' on the declaration form. The form asks if you're bringing in SPECIFIC foods (meats, seafood, eggs, dairy, fruit, vegetables, grains, seeds, nuts, plants), so many people bringing in many types of prepackaged non-perishables that don't contain these specific food products noted above would naturally check 'No' to this question, and technically, they're answering the question correctly.

      I actually understand it. I went to Japan for work, and came back to the US with the $25,000 I made. I learned about the limit of bringing money into the US only by reading the customs form on the return flight just before we de-boarded, and I actually thought that, in case there was some protocol that I needed to go through before departing Japan and failed to do so, I could be denied entry into my country FOR declaring an amount that went over the limit.

    This is an old episode but little has changed our laws are still treated with contempt. The easiest way to get the message thru to some visitors including this Chinese student is to revoke their visa for a quarantine breach and ban entry for a few years. She should have been on the first plane back to China and someone here would have to pack her belongings up for her and send to China. Yes even if a student and then they have wasted their time so far. Word would soon get around that we are serious.

    When in doubt just declare. I brought a lot of maple products for my sister. I wasn’t sure so I checked ✔️ yes for the food question and went through the red channel. They asked me what food I have and I told them I had maple syrup, maple cookies, maple sugar, maple candies etc and they let me go and said that those were okay.

    I always tell them when I have food. One time I said I had foie gras, I got pulled into secondary search. The officer asked me to show him the canned foie gras, i pulled 5 cans from my luggage and the officer said, "look they don't allow foie gras but they allow duck liver mousse and then he added don't bring anymore and have a good day". I packed my foie gras and left with a big smile.

    The food and seeds stuff can be confusing. I remember thinking. "Well...I do have an apple in my pocket...does that counts? And a bag of lolies in my checked lugage...does that counts?" But then it says "If unsure TICK YES" and then you have no excuse.
    That Asian lady was horrible.
    I think she meant "I have come multiple times! First you gave me a warning! The second time I ALSO brought food and no one told me nothing. ITS YOUR FAULT. WHy didnt you tell me I had food?!" As for the warning, they receive it written and have to sign they understand...so triple no excuse for this lady. They should have given her the highest fine possible. Although I understand they didnt because this time she didnt have any unallowed food.

    The guy with the cash should be very thankful he didn't do that in the US, likely would have been seized as possible proceeds of crime, and then he would have been forced to try to prove that his money was not through the courts. Civil asset forfeiture, legalized theft by the government of the US. No crime has to even be alleged.

    ### The chinese student should have been penalised for every single separate food that she brought in without declaration, especially due to her attitude to ignore the Australian law that is applied to every entry. Her attitude indicates that she is most likely to ignore it for her next entries, and use a different tactic such as smiling and creating a story that her situation made her not to concentrate on correctly filling in the card to avoid fines, after attempting to see whether she could get away with other undeclared food since she could pass with many undeclared food before.
    Why penalise her with a less fine when she could travel so often to and from china???!!!
    By her attitude, she is very likely to ignore other Australian laws on the street too.
    We have to remind her, every time, with correct and due consequences that she has to abide by the Australian law.
    ### The man who used to teach English in Japan must have known that he was not allowed to bring more than $10,000 without declaration especially because he was not surprised at how much it was in the Australian dollars. He was trying to see first to get away. He also should have been fined at least $2,000 for delivering undeclared cash, especially as many viewers could have a wrong idea about bringing in or delivering undeclared cash to Australia.
    (Japan is not against transferring a large amount to an overseas account at all from my own experience. The man simply did not want to pay fees.)
