There are no valid laws on panhandling in the USA. Pan handling is protected by the first amendment.
If the behaviour of begging is likely to cause alarm, harassment, or distress to another person then the powers within the Anti-Social Behaviour, Policing and Crime Act 2014 could be used if local areas deem it appropriate.

My niece and nephew are black and I will never forget the day one of our neighbors called the cops on them complaining that they were causing a scene on the street just because they had their little lemonade stand up and people were stopping for it. Mind you at the time they were only about 6 and 8. The lemonade stand we put up was about 10 ft from the public sidewalk in my yard. When a police officer showed up and told us that they got a phone call for a public disturbance I knew exactly who it was that made the phone call because I could see them looking at us with a smirk from their front porch! I very calmly at first told the officer that there was no disturbance and that my niece and nephew were just having their lemonade stand for people to come and buy ice cold lemonade from them. I even showed him all of the video footed from 10 minutes before the call was made from my property surveillance system. He bought a glass of lemonade from the kids and then marched right up to the neighbors front door and worn them that if they made another false 911 call like that then he would be back to arrest them!

2. Always get their names and badge numbers.
3. Always ask, "Am I free to leave?"
4. Always ask for a supervisor.
5. Always remember you have the right to disobey an unlawful order from the police if you are confident they won't be able to demonstrate in court that the order was warranted and made necessary by your conduct. An arrest following refusal to obey an unwarranted police order is unlawful.
6. Always remember you have the right to refuse to identify yourself if you're confident that the police won't be able to demonstrate in court reasonable suspicion of your involvement in a crime; otherwise, provide your full name and nothing more, especially if threatened with arrest.
7. Always tell the cops, "I don't consent to any searches or seizures, and I won't answer questions."

Terry v.
